PE Receives Training on Electrical Contact Accidents
E. Matt Bedinghaus, PE of A2V Partners LLC, Springfield, Mo., attended the “Investigating & Documenting Accidental Public Contacts with Power & Communication Utility Facilities” seminar held June 27-30, 2011, in Myrtle Beach, South Carolina. The seminar was led by Allan Clapp, Professional Engineer (PE) of PCU Training Center/Clapp Research Inc.
The seminar focused on the responsibilities of utilities and others prior to and after an electrical contact occurs; how to investigate the scene; how to make measurements with hand tools; how to document and control evidence; how to reconstruct accidents; how to apply codes and standards (NESC); how to determine whether you met requirements (of codes); how to consider the effects of electricity on the body and OSHA regulations applicable to members of the public.
“Utilities should have a plan if there is an accidental contact,” said Matt Bedinghaus, founder and Chief Engineer for A2V Partners LLC. “They must know what they need to collect and who is required to get it. It is much better to make the plan before it is needed.”
